The Rawalpindi administration says it had ‘measures’ in the surrounding areas in terms of Rawalpindi, Nala Lei and urban swims, but despite this claim, Rawalpindi’s Defense Housing Authority (DHA) area was subjected to urban floods.
Like other parts of the country, floods in Islamabad, Rawalpindi and surrounding areas flooded the fourth monsoon and recent spelling.
The Defense Housing Authority (DHA) areas in Saeedpur and Rawalpindi in a rural areas of Islamabad and Rawalpindi were submerged.
The DHA is clearly considered a housing housing society in Rawalpindi, but during torrential rains, it was a housing society, which was submerged by various areas, causing loss of life and financial loss of many residents of this society.
Talking to Urdu, DHA resident Obaidullah said that recently the rain caused so much water in his homes that he does not come out of his homes.
“The father and daughter died due to rain in the past, now we are afraid that more rain may come in the coming days and I do not even understand how this urban planning happened. There are more private housing society on the banks of the river, but the water came here.”
Obaidullah said, “So we are afraid that if it rains again, the lives of other people will be in danger.” But we are neither safe in our homes nor we are safe on the streets. ,
Regarding the approval of residential societies, he said, “I do not understand under which circumstances the urban planning of DHA or Housing Society has been approved.”

On local amount complaints, independent Urdu has tried to find out how urban planning of residential societies built on river drains is done. And is all the principles taken into consideration in making them?
In this regard, Mary Neveda, an expert on urban planning and environmental research, says that in Islamabad, there are ignoring the basic principles of urban planning in the race to earn profit in Housing Society, Rawalpindi and other cities.
Talking to independent Urdu, he said that the current development model is actually based on ‘profit maximumization’, which is earning maximum profit where every inch of the Earth is either being sold or a commercial structure is being installed.
He says that the biggest disadvantage of this model is that there is an over -Cacture, ie to coordinate the land.
‘Our natural rivers, rainwater and natural waterways are surrounded by concrete. Walls and bridges around them are being constructed so that the Earth can be used for commercial use. ,
Mary said, “The green buffer zone is in dire need to handle these natural streets so that water can come out safely during rainy days.” This green infrastructure is very low in private housing societies. ,
Referring to recent events, an environmental research expert said, “An incident has occurred in recent times where some people died, as the DHA or relevant society did not follow the original points of urban planning.”
On the opinion of public grievances and experts, independent Urdu tried to contact the deputy commissioners of Islamabad and Rawalpindi, but received no response from them.
Later, Assistant Commissioner Rawalpindi Hakim Khan said that “steps taken by the district administration from independent Urdu in the context of urban floors”, “Especially in Rawalpindi, Nala Lei and Gurudwara, we have planned areas that may be affected.”
He said that ‘his teams were properly deployed there’ so that the situation is already known. For example, there are 16 weak points of Nala Lei where there is abundance of water. ,
According to Hakim Khan: ‘As far as the river is concerned, we talked to the irrigation department and identified places where there was a danger of floods in the area.’
When asked by Assistant Commissioner Rawalpindi, under which circumstances any housing society is approved? Therefore, he said, “Any housing society whose area comes under the flooding act, is properly informed by the Irrigation Department that these areas should not be affected in flood or too much rainfall.”
In this regard, the DHA officer said on the condition of anonymity to independent Urdu that ‘these are natural disasters that lack resources in the company. However, he did not respond to the ‘urban planning’ of the society.
The Assistant Commissioner has earlier stated that proper flood or rain or other natural elements are seen in any society or any development scheme and then approved.
In contrast, DHA resident Obaidullah claimed that in recent rains, his residential plan also created a ‘land sliding’ situation, so the road was closed. Then people took alternative routes because it was very difficult to get a car from there. ,
According to the urban planning expert Mary Naved: ‘We are copying a Western model, as is at urban houses in western countries, but we ignore our natural routes and local conditions.’
He said that other major housing schemes including DHA are not fulfilling the basic conditions of urban planning.
“Natural flow and green buffers are essential for the natural flow of water, but here the Earth is being emphasized to make only a plot.”
He said that during the rains the compact land flows with water and starts sitting in low ground naturally, which increases the intensity of urban floods.
“When we cook such land and turn it into a plot, it starts sitting and paves the way for the flood.”
Assistant Commissioner Rawalpindi Hakim Khan says, “We are identifying areas under the Flood Plan Act falling under the river. Under the Act, we will announce areas where further construction will not be possible, which will not affect the future, as you have recently seen.”
