CIA director John Ratcliffe “firmly supports public release” this week of very sensitive documents from the national intelligence director Tulsi Gabbard, according to a CIA spokesperson, who said that Ratcliffe “had initiated” the declassification process after taking the bar of the agency this year.
The Gabbard office publicly published a report written in 2017 by the Republicans in the House Intelligence Committee on Russian activity in the 2016 elections, Precision of concerns on risks to sensitive sources and methods. She said on Wednesday that the document contained additional evidence that Obama administration officials “made” a story about Russia’s actions that was designed to undermine President Trump.
Gabbard too declassified a band of documents Linked to the 2016 elections last Friday.
“CIA director Ratcliffe firmly supports the publication of the HPSCI report, which is the result of a process initiated by the CIA and led by Dni Gabbard,” said CIA spokesperson, using an abbreviation for the permanent selective committee of the Chamber on intelligence.
“This effort reflects the continuous commitment of the director Ratcliffe to raise the truth and to bring transparency to the American people and would not have been possible without its directive to return it to the committee,” added the spokesman.
The Chamber’s report, which the republican staff of the committee finalized in December 2017 but updated until 2020, was so strongly classified that it was stored at the CIA headquarters before Ratcliffe returned it to the Chamber Committee and, finally, to the public release, learned CBS News.
The Committee made available to the Office of the Director of National Intelligence, or ODNI, according to an ODNI official with knowledge of the declassification process. Gabbard would have normally been required to consult the intelligence agencies that had contributed information sensitive to the report before declassifying it, but Mr. Trump – who made the decision to declass the document with relatively few writing – was not subject to the same obligations, said the official.
The report was largely written by the staff member of the time, Kash Patel, now director of the FBI, according to a current and a former official. He contained discussions on the raw information of a CIA source that the agency had recruited in Russia and wondered if the analysts had sufficiently taken into account the motivations of the source, the proximity of Putin or the potential bias towards Mr. Trump.
Information from the CIA source has contributed to informing the assessment of the Intelligence Community of January 2017, or ICA, which in part concluded that Russian President Vladimir Putin and the Russian government aspired to help Donald Trump’s candidate when Donald Trump’s electoral chances discredit the Clinton Secretary and have it against Public. This judgment within the ICA has annoyed Trump for years and was a key objective of recent statements by Gabbard.
Gabbard said that the documents published by his office reveal a “betrayal conspiracy” by the Obama era officials to undermine Mr. Trump in his first mandate by alleging Russian efforts to help him win in 2016. Gabbard said she has transmitted the files to the Ministry of Justice as part of a criminal dismissal.
Obama’s spokesman Patrick Rodenbush described Gabbard’s accusations as “bizarre” and “ridiculous” earlier this week.
ICA’s judgment on Russian actions in 2016 was also at the center of an objective of a Recent internal review of the CIA Under ratcliffe. Released earlier this month, this examination contained much less sensitive details included in the report of the Republicans of the Chamber and declared that the judgment on Putin’s preference for Trump should have been issued by moderate rather than high confidence. But he said that he had not challenged the “quality and credibility” of information.

Current and former national security officials have said that the information provided by human sources, known as humint, have dropped in recent years, as surveillance technologies have become more sophisticated and omnipresent.
Human sources – in particular those who have the proximity of the world leaders in contradictory countries such as Russia, China and North Korea – are particularly popular and particularly rare, given to what extent life, if not life, may be for them to provide information to a foreign intelligence agency. The information provided by human sources is generally classified for decades, often up to 75 years, depending on the government’s classification rules.
