Alegation against PCSIR Complex Lahore: Investigation report publicly announced

The Ministry of Science and Technology has announced a report of a committee investigating facts against PCSIR Lab Complex Lahore.

He reiterated that transparency and scientific integrity would be ensured in the test process and the recommendations of the committee would be fully implemented to restore the trust of the people and the business community.

According to a statement issued by the ministry, the company took a stand that the Plant Protection Department had sent a sample of its betel nut to PCSIR Lab Complex Lahore for the application, but their reports were changed.

According to the complaint, Dr. Sania Mazhar and Dr. The preliminary analysis report signed by Asma Saeed showed the amount of PPB 5.7 PPB, but the second report released on July 17, 2025 gave completely different results, damaging the company’s goods and reputation. The Federal Science and Technology Minister ordered an inquiry to immediately investigate the facts.

A three -Sadasya Committee in which Mr. Bilal Ahmed Butt Joint Secretary (Administrator), Chairman; Dr. Syed Akbullah Kakhel, Deputy Scientific Advisor, Member; And Mr. Amjad Alam Sher Malik, members of Section Officer (ARG -I) reviewed all records and evidence.

The committee announced that the preliminary report of 5.7 PPB was correct which was canceled. Investigation revealed that Director General Dr. Kurin Syed, Chief Scientific Officer Dr. Yasar Salim and Research Officer Dr. Ishrat Parveen changed the facts and released contradictory results of 57.37 PPB and 48.64 PPB.

The committee also stated that this kind of manipulation can be done by multiplying the results. Officials failed to explain the big difference that raises serious questions on the transparency and reliability of the test process. Also, when Dr. If Ishrat Parveen was shown the same graph without numbers, he could not even recognize, which is a question mark on professionalism.

According to the investigation, the test process is either poor or the results were deliberately replaced. The committee confirmed that the correct result of the sample was 5.7 PPB and not 57 PPB. The manipulation severely damaged the reputation of PCSIR Lab Complex Lahore.

The committee recommended departmental action against responsible officials, preparation and implementation of standard protocols, digitization of results and auditing performance of all PCSIR laboratories.
