The central government announced the implementation of a new National Education Policy on July 29, 2020. Through the new educational policy, several reforms were presented for school education, higher education and technical education, and proposals were also proposed for the implementation of various action plans. The most important objective of the new educational policy was to ensure that school education, until pre -east -12th grade, to ensure that everyone has access to it. The more new educational policy emphasized that the standard of early childhood care should be ensured and all children of 3-6 years should be provided quality education. In addition, the National Education Policy recommended that there is a need to fix the teaching structure and the rank of teaching structures should now be paid 5+3+3+4, which means that up to 5 education will be laid in the original stage, including pre-school, Anganwadi or ball Vatic classes. Will grade 6-8 education be kept in the middle stage and grade 9-12 education is in the second phase.
Under this policy, another special thing has been suggested that there will be no significant difference between the subjects of science and art in the field of education, and in the same way, there will be no difference between additional activities between professional and educational subjects. In addition, an institution will be established under which basic literacy and statistics or mathematics will work. The National Education Policy has talked about advancing regional languages and multi -regional education and will be given in regional and mother tongue for 8 and beyond education. Some improvements have also been made to conduct the examinations, such as the board examination will now be conducted twice, the first examination which will be considered as the main examination, where the second exam will be considered as the improvement examination. A National Review Center will also be set up to assess the quality of education. This review is the performance, review and knowledge of knowledge for overall development.
The new educational policy emphasizes the involvement of social and economically disadvantaged sections and providing equal opportunities. Similarly, a special educational field will be established to join the education of girls. People from underprivileged sections will also be involved in this area.
There have been various improvements under higher education, which will further increase the entry rate of children in higher education and the rate by 2035 will be 50 %. Graduate education has been extended from 3 years to 4 years. Literacy rate for young people and adults will be achieved 100 %. In addition to the establishment and education of the National Research Center, it will be brought to international standards or universities abroad, opening its campus in India. Central and provincial governments will work together to promote public investment in the education sector and soon it will be obtained up to 6 % of GDP.
According to the Constitution, education is placed in the concurrent list, where the central and provincial governments have a joint responsibility to promote education. Some provincial governments like Kerala, Tamil Nadu and West Bengal have refused to fully implement the new educational policy. Tamil Nadu has banned the implementation of the tripartite formula and four -year course of graduation. The central government has not yet released the money of the Summer Shaksha Abhiyan to these provincial governments. According to the Central Government, Samgarh Sh Truth will be released only when these governments will fully implement the new educational policy here.
On this issue, the Tamil Nadu government has filed a petition in the Supreme Court as to why the Central Government has not yet released the budget under the Samasharsh Truth. The Government of Karnataka has announced the formation of an educational policy at the provincial level and the work is going on fast. According to the new educational policy, all schools were to be provided breakfast in addition to lunch, but the Finance Ministry rejected the recommendation in 2021. Efforts have been made to change the University Grants Commission structure, but there is no progress in this regard. The proposal for improvement and improvement in teachers’ education has not been implemented, while the proposal should have been implemented in 2021. As far as the implementation of a tripartite formula in schools is concerned, progress has been made in this regard, but many regional governments say that they will not implement Hindi here. Efforts are still underway to implement the recommendations for board examination, mother tongue education, four -year bachelor’s degree and education analysis recommendations.
In the field of higher education, there has been some progress about opening of campuses of international universities in the internal and abroad, as IIT Madras, IIT Delhi and Im Ahmedabad have started losing their international complexes in Zanzar, Abu Dhabi and Dubai. Similarly, the campus of South Hampton University has been opened in Gujarat and according to the government, 12 more international universities are preparing to open their campus in India. In the context of the entry of the university, CUET has been launched according to the National Education Policy and joint tests are being conducted for all central universities. Nipan India has made some efforts in the context of basic capacity education since 2021, and has been emphasized on reading and practicing mathematics 3 within each child, for which it aims to obtain 64 % of the language understanding and 60 % of the score.
The magical strap learning kit prepared by NCRT is being used in efforts to promote children’s primary education, but the government is still far behind in achieving the goal of primary education as the basic facilities are not available in the Azu Center. Currently, the central government has more emphasis to change the curriculum of schools, which is to completely change the course of history, geography, political and economics and this course is completely according to the RSS ideology. The GDP had to provide a budget of 6 % to implement the new educational policy, but the government has so far provided 3 % budget and the enrollment rate in higher education has not been achieved as per the target. The above analysis makes sense that education is at the forefront of the government’s policy.
