88 % Israel’s investigation into war crimes ends without accountability: Report

According to a report by the International Organization for the Global Conflict, Israel did not convince anyone without conviction or without being guilty or without being guilty.

According to data released by ‘Action on Armed Violence’ (AOAV), Israel has stopped 88 percent of its alleged crimes in Gaza and 88 percent of the investigation of their alleged crimes and without charging the West Bank or confessing for error.

The organization reviewed 52 incidents between October 2023 and June 2025, which were either accepted by Israeli defense forces (IDFs) or reported to international media. The incidents included a total of 1303 Palestine, 1880 injured and two violence allegations.

According to the organization, there was only a case that was convicted when a reserve Soldier was sentenced to seven months in February 2025, when a video of the torture of the prisoners appeared in the custody.

The other five investigations admitted violations, but only relieved internal violations. Seven of the remaining 46 cases were completely closed and 39 are still pending, which Aov has described as a symbol of ‘a systematic event of punishment’.

AOAV team members Ian Overton and Lucas Tantzuris wrote in the report: “These figures show a system that protects its army from accountability even in the most serious and publicly prevailing matters.”

Of these major cases, which is still under investigation, in February 2024, at least 112 Palestinians were killed in a row of flour in Gaza city, attacking Rafah tent camp in May 2025, killing 45 people and 31 citizens were killed on 1 June.

According to Israeli forces, all ‘extraordinary events’ that are likely to violate international law, they first look at a specific fact -team and then send them to the military police when needed.

In a statement in the AOAV report, the Israeli forces said: “Any possible misuse, complaint or Israeli forces are an initial inquiry, whether it is nature or source.”

However, critics say that the system is slow and transparent and rarely causes any accountability. Israeli human rights organization Yash Deen told AOV that only one of the 664 complaints related to Gaza arrived in the court between 2014 and 2021.

In a statement to The Independent, the Israeli forces said: ‘Since the onset of the war, military police have introduced several incidents, including the deaths of prisoners, improper treatment, the use of prisoners in military activities, theft, arms theft and the use of property. Most of these investigations are still going on. ,

The statement said: ‘Military operations during armed conflict can usually lead to civil deaths, injuries or property. These results are certainly unwanted and tragic, but it does not make itself a proper basis for a criminal act unless there is proper doubt of additional information. ,

In a very sensitive case of the current war, April 2024 drone strikes are mentioned, seven workers of the World Food Organization ‘World Central Kitchen’ died, although they were traveling in specific vehicles for the organization and their movement was already told.

Israeli forces later called it a ‘serious mistake’, dismissed two officers and violated the other, but no criminal action was taken.

The statement of the Israeli Forces to The Independent stated that a permanent, sovereign body, ‘The general employee examines the extraordinary events during military operations, to find the fact assessment mechanism.

The statement stated that the mechanism was activated to review events called ‘Iron Sords’, including the involvement of harmful assets or workers of human aid agencies, damaging homeless shelters or targeting medical institutions and employees.

According to the statement: ‘So far, dozens of cases have been completed and they have been sent to the military prosecution office.’

On the other hand, AOAV said in its report that in July 2025 alone, there were four deadly attacks near the Food Distribution Centers, which have not been fulfilled yet.

The report concludes that Israeli investigations do not meet international standards, nor investigate independent, transparent war crime requirements. These internal reviews offer Israel an opportunity to avoid external legal examination, while the victims are deprived of justice. ,
